timing of one citation[edit]

The bill was signed by President Reagan in 1984. The bill would have been in existence, and its contents known, for some time prior to that while it worked its way through congress. Ii would not be unusual for Freedman to be familiar with the bill and to comment on it well prior to the final step of many in the legislative process.Wschart (talk) 21:11, 26 December 2019 (UTC)[reply]
